I’m Cicely — an Independent Self-Direction Broker and Special-Needs Consultant with 20+ years in the field. I spent nearly a decade in NYC as a Medicaid Service Coordinator, helping families navigate complex systems to secure the services their children deserve. Since conflict-free case management began in 2018, I’ve supported families as an Independent Spport Broker and Consultant.

Self-Direction, made clear. I help you understand how OPWDD self-direction works, what belongs in your budget, and how to use it well.

Life Plan & coordination support. We will review your Life Plan together so it reflects real goals and discuss advocating with your Care Coordinator.

Waiver & eligibility basics. Quick explanations of the HCBS Medicaid Waiver (what it is, why it matters, and how to keep it active).

Organizational Coaching: Direct access to expert guidance to help you request the right services, communicate effectively with your Care Coordinator, and confidently advocate for your child’s needs.

Resources that save time. Checklists, guides, and short classes to answer the questions you ask most.
Plain-language promise: I define terms as we go. FI = Fiscal Intermediary; LP= Life Plan = the document that drives services; SD=Self-Direction = your customized budget and supports.
Self Direction
As an Independent Start-Up and Support Broker, I help children and adults with intellectual and developmental disabilities in New York State who are approved by OPWDD to self-direct their services. Together, we build a self-direction budget that follows Medicaid rules and truly reflects the individuals goals. Once services begin, I continue to guide and support you so your loved one’s resources are managed wisely and in line with OPWDD guidelines.
Organizational Coaching
Organizational Coaching (separate from brokerage; fee-based) One-on-one coaching for parents and caregivers. We help you organize records, clarify goals, prepare for meetings, and craft clear requests to your Care Coordinator. Each session ends with a tailored action plan and follow-up steps so you can access the right services and resources for your child. This is an optional, fee-based service and does not replace or include Start-Up or Support Brokerage.
